The policy is not yet finalized nor signed by Pentagon Chief Mark Esper, who said he wanted a consistent department policy

 after the Marine Corps moved last month to ban Confederate displays on its bases.

The AP has seen a copy of the draft, which notes a significant population of troops and their families are minorities,

 and it's beyond doubt that many take grave offense to displaying the Confederate flag.

 It says a ban would preserve morale, good order and discipline in the ranks.

 Officials say the draft was sent to service leaders last week for their input.
